近日，有报道称国务院曾召集会议，研究取消“五一”、“十一”黄金周假日，推行强制带薪休假问题。国内旅游学权威、北京联合大学旅游学院院长赵鹏也强烈希望有关部门能采纳这一建议。

有关黄金周的利弊得失，近年一直争论不断。日前，随着“五一”、“十一”黄金周期间各类矛盾的出现，有关取消“黄金周”，实行强制带薪休假的建议再次引起人们的关注。

专家建议的核心观点是，“黄金周”虽然在一定程度上实现了当初预计的拉动内需目的，但却人为地干涉了旅游运行波动，不符合旅游业的经营规律；不仅企业的营收离期望值越来越远，消费者行为也渐趋理性，甚至对黄金周出游存在恐惧。赵鹏院长的建议，更多是从旅游的角度提出的。其实，即使从其它角度来看，以强制带薪休假取代黄金周的建议，同样具有积极意义。

第一，休假，是职场中人的基本权利。但是，怎么安排休假，却体现着一定的人文理念。就大多数人来说，都希望利用休假办一些自己平时没时间办的事。可是你休假，为你办事的单位也休假，很多事情就办不成。比如想利用休假，到医院找个好医生系统地查查病。但是黄金周里医院只有一般的急诊，主治医生或专家都休息。如果你不愿意随着人流、挤着交通工具去“花钱找罪受”，也不愿去逛商店，那就只能是躺在家里睡大觉了。这种全社会高度统一的“强制休息”，就算是对百姓的关怀，情感上是不是也太粗放了一点？

第二，以强制带薪休假取代黄金周，可节约一定的社会资源，创造更多社会价值。当初黄金周这一设想，很大程度上是在刺激消费的基点上提出的。实施初始的几年，也确实起到了一些启动内需、刺激消费的作用，但是，在一些表层的、有形的收益下，“黄金周里淘黄金”的概念被不断强化。可是几年以后，人们逐渐发现，黄金周里的“黄金”不是很实，一定程度上是以黄金周前后十余天的市场普遍低迷作代价、人为地“堆”起来的。如果再考虑哄抬价格、假冒伪劣猖獗、服务缩水等消费负面因素，其“含金量”就更令人怀疑了。而假如取消黄金周，社会生活不因集中休假而“停摆”，又会增创多少社会价值呢？

当然，我们也不能不看到，以强制带薪休假取代黄金周，还存在相当的困难。其中最大的困难在于，我国的社会组织结构异常复杂，强制带薪休假，对于不少劳动者来说，还显得相当奢侈。当前除了机关和事业单位，不少企业怕是都难以落实。如果企业员工连底薪都没有，所有薪酬都与劳动价值挂钩，休假不劳动就没有收入，别说企业是否愿意落实这一制度，就是职工本人，恐怕都不会领这个情。此外，黄金周的初衷，也并非全为旅游而设，传统节日的文化内涵不容忽视，类似春节这样的节日，就不能等同于黄金周，也以强制带薪休假来取代。

黄金周的利弊得失，这几年人们看到的、议论的都比较多了，但是如何从更高的层面来解决其中的问题，还应该有更多的专家、百姓从不同角度展开讨论，政府有关部门应集思广益，多方协调，以解决围绕休假而带来的诸多经济、文化、权利、义务等问题。
