二、如何理解“贫民窟”现象？
贫民窟现象实际上有人的地方就会存在，即使是在发达国家。
贫民窟的现象是从总体上说可以分为两个大类，一是社会上竞争机制缺乏公平性，穷人怎么努力都很难摆脱贫困，二是很多人本身游手好闲，或者是太过脆弱遇到困难太容易气馁。

贫民窟(slumdog)一词一直用来指最恶劣的住房条件、最不卫生的环境。贫民窟是包括犯罪、卖淫和吸毒在内的边际活动的避难所，是有可能造成多种传染病肆虐城市地区的传染源，是一个和正直、健康毫不相干的地方。今天，"贫民窟"这个统称词所指不明确，带有贬义。但是在发展中国家，这个词不再像最初时那样具有贬义，而仅仅是指状况比较差的或是非正式的住房。

五、如何理解“贫民窟”现象
近日在和一些专家学者集中进行社会调查时，得到中国人民大学郑杭生教授许多教诲，其中关于对中国当代社会发展分析中的一个说法，让我思考了许多。专家们针对西方社会在近代工业化发展过程中集中出现了一个贫民窟阶层问题，认为中国没有出现这种现象是值得研究的。那么，中国为什么没有出现或者发生这种现象呢？ 我认为，中国并不是没有出现贫民窟，要看如何理解和看待。中国有贫民现象，但不是集中出现，也不是扎堆出现，而是分散出现。 首先，农村存在一部分积弱的贫困者。中国社会发展在改革开放过程中，最为重要的是解放农民，农民从土地上被解放，有了充分的经济上的自由。但后来进入城市改革之后，农民收入缓慢，一部分农民因病致贫或者其它原因造成贫困，他们的生活十分艰难。 二是长期依附在城市的一部分贫民。他们在城市的结合部结群而居，依靠捞取城市垃圾生活，他们在社会的最底层并且成为我们这个社会发展中最不能见到光明的一个群落。 三是在城市中心与边缘游走闲散的打工者。他们是一批生活上没有着落并且生活十分不安定的人群，由于中国独特的户口管理制度和对流动人口的收容审查制度，这一部分人始终没有形成对社会结构的冲击以及对社会安全的威胁。 四是城市妓女。她们生活在城市里的村庄，相当一部分生活并不是稳定和富足，同时还在不断的受到当地地痞、部分恶劣的欺负与敲诈，她们在陪上肉体的同时也失去人格自尊。 五是城市下岗职工和一部分退休或者无业居民。不能说他们没有的关爱，但这一部分人在城市消费支出和水平不断提高的强大压力下，他们出于面子或者说生存能力相对低下的情况下，他们的生活相当拮据与困难。 没有形成这样一个贫民窟，也许是对的，重要的原因在于对于农民来说，他们始终有一块可以回得去的土地，那才是他们得以安身立命的重要条件。如果看不到这一点我们就可能要犯极大的错误，因此，农民的土地50年不变的政策是对的。另外，城市贫民的出现将在一个长时间的过程中不可能得到根本的改变，有可能会加剧这一现象的持续发生，最为显著的一点就是啃老族的产生不可避免地会催化新一代城市贫民的出现。 这使我同时还想到另外一方面问题，据说国内一知名学者就基尼系数的测算认为不适应中国这样一个独特社会或者说二元中国社会，他认为应当分为城市与乡村两种测算方法。也许他是出于好心，但是否符合学者的良心，我就不敢妄加评判了。
