Compounding problems, a train sent to fix the outage bumped into another, though state-media reports said no one was hurt in the low-speed impact. A day earlier, Line 2 was also hit with a power outage.

The city is busy preparing for a World Expo set to open next May and is launching three lines by around year-end with plans that the 11-line system can transport 6 million people daily over 420 kilometers of track.

Information was in short supply, though reports said the power outage struck at 5:50 a.m. near the People's Square station and the subsequent collision took place a little over an hour later. Morning commuters found subway gates bolted and guarded by police. Workers instead crowded into already over-stuffed city busses and waited in half-hour taxi lines, ultimately snarling surface traffic in the southern end of the city and tripling travel times.
